With reference to Mr. Thomas' despatch No.279

of the 15th October, 1931, on the subject of the law of piracy, I have the honour to enclose the accompanying copy of a minute by the Attorney General, which would appear to

be in agreement generally with the view expressed in the second paragraph of the despatch under reference.

2. I shall be glad to learn in due course whether it has proved possible to proceed further in this matter.
